为了保证运动会的井然有序的进行,我们体育部前前后后做了很多的筹备和计划,具体的工作计划如下:
1、运动员的选拔:
由体育部通知各班班长、体育委员并让其做好运动会的宣传工作,并组织好报名工作,报名表格由体育部分发给各班体育委员处。报名表在10月10日之前提交。10月16日在田径场及篮球场进行选拔。运动员按选拔成绩择优录取。选拔工作主要由体育部人员参与,并负责好安全工作。17日之前统计好名单上交院办。
2、田径运动员的训练工作:
训练采用每天两练的方式,每天由体育部监督管理,运动员训练要求签到,各年级的运动员强制要求参加正常训练,有事需请假。08、09级运动员在校田径场参加训练。运动员训练开始具体时间待定。(运动员训练期间无需上晚自习)
3、运动会期间工作安排:
为应对一些突发事故的发生,我们体育部在运动会期间将每天安排干事在后勤处值班。
为防器材的丢失,特制定了器材借用登记表,运动会期间钉鞋有专人保管。
在运动会期间我们体育部将竭心竭力做好本职工作,并配合其他部门。

这次会议的主题是:深入贯彻全省、市电信工作会议精神,总结20xx年各项工作,研究部署20xx年工作任务,动员全体电信员工统一思想、振奋精神、与时俱进、开拓创新,为全面完成20xx年各项预算目标任务而努力奋斗!
下面,我向大会作工作报告,请予审议。
一、20xx年工作回顾
20xx年,我们在市分公司党委的正确领导下,公安电信全体员工始终坚持一切围绕发展,一切支持发展,一切服务发展,上下一心,迎难而进,艰苦奋斗,团结拼搏,全年的各项工作均达到了预期目标。
截止12月份,累计完成业务收入5463万元,比上年同期增长1。66 %重点业务发展,固定电话净增19206户,其中PHS新增6442户,宽带业务净增2600户。
我们主要做了以下几项工作:
(一)落实了“一快”。
我们以市场为导向,以客户为中心,以收入为主线,大力拓展有效业务和有效用户市场,做精做细话务量经营,进一步深化四个营销主渠道作用,不断树立竞争优势,努力保持收入市场份额稳定,实现业务收入较快增长。
1、精心打造四大重点业务,加快结构调整,不断扩大有效用户市场规模。今年以来,一改以前小灵通业务、市农话业务、宽带业务及增值业务四大重点业务的发展一视同仁、齐头并进、共同发展的工作思路。充分利用各自优势,在不同时期,针对不同的市场环境,不断加快业务发展结构调整,使得有效用户市场的规模空前。
2、以巩固存量为核心,精细经营,打赢了话务量经营保卫战。今年以来,我们的竞争除移动、联通外还新增加网通和铁通, 在立项困难、建设资金严重不足的情况下,我们积极主动,沉着应对竞争,使竞争对手IP长话量逐月下降,整体降幅达69。9%,在没有硝烟的战场上,打赢了话务量经营保卫战。
3、进一步巩固大客户市场阵地,积极拓展商业客户领域。在省、市公司的统一安排下,结合公司的工作实际,针对以前公众客户与商业客户不分的情况,借BPR工作流程重组的东风,公司党委及时调整机构,重新区分工作职责,新成立了公众客户服务中心,把营销中心的工作重点转到了商业客户服务领域,不断树立了我们的竞争优势,既保持了市场份额的稳定,又实现了业务收入的快速增长。
4、进一步深化四个营销主渠道作用,树立竞争优势,效果明显。今年以来,为深化落实营销渠道作用,搞好渠道建设,与员工进行全方位的沟通,使员工们充分认识到营销服务工作的重要性,深切感受到只有共同努力,大家凝心聚力,上下联动,倾力支撑绿色通道,才能打造出精品渠道,树立我们的竞争优势,实现企业与个人的双赢。
(二)突出了“两新”。
工作创新求实效,管理创新促发展,以人为本,进一步深化五项机制创新,科学管理强内功,打造出了一支有凝聚力的领导团队。
车要跑的快,全靠车头带。一个企业的成败取决于它的领导团队是否有凝聚力。公安电信的稳定发展,正是因为有一个团结、奋进、务实、求真的领导团队。他们倡导实事求是的工作作风;本着工作要有新思路、发展要有新举措的创业精神;协调好党、政、工、团工作步调;研究员工的思想动态;搞好企业改革、发展与稳定的关系;坚持以人为本、人才强企的战略思想;不断革新激励机制;转变机关工作作风,每周机关人员到分(支)局及时了解市场动向,调查、协助基层解决问题。打破前、后端的人员流动屏障,有计划、有步骤的进行人员轮岗,以不断创新工作思路,达到提高企业效益的目的。除了在工作上创新求实效,公司党委还不断加强内部管理。以改制和BPR重组为契机,实施成本领导战略,继续深化财务管理创新,全面推进成本控制,充分发挥纪检监察的职能作用,更新各种流程,科学调整人力资源结构,更加激发员工的工作热情,从而促进企业持续稳定的向前发展。
(三)做到了“三早”。
市场调查早,建设规划早,从而达到了受益早的目的。
庞大而有效的用户市场是我们做大做强的基础。为突破制约公安电信业务收入发展的瓶颈,唯有不断扩大市场规模,才能完成从量变到质变的过程。为此,公司党委在20xx年第四季度就及早启动20xx年的网络建设。成立了由市场、建设、综合等部门人员组成的农话发展专班,每周一、五两次碰头会,发现问题,及时解决。
同时,建设部门坚持“市场引导,科学规划,突出重点,协调发展,适度超前”的指导方针,以满足市场发展需要为第一要素,积极开展资源大清查。根据市场调查情况,结合网络建设规划,把农户们的一份份期盼,织入了中国电信的“心网”。截止12月底,共完成线路投资 万元,新增能力 线,完成 个工程项目,完成交换投资 万元,增容 门,新建 个模块点。达到了以规模扩张拉动效益增长的目的。
(四)体现了“一个稳”。
进一步深化和完善以本地网为中心的网络维护和网络资源集中管理,不断提升全面支撑和快速响应能力,确保了网络安全稳定可靠运行。
首先是加强了基础工作。及时更新、清理、完善各专业的备品和备件以及资料,不断提高工作效率,加强工作计划安排,降低设备故障率,加大巡检巡修力度,消除安全隐患。在今年的10月份公司代表市公司通过了集团公司2A验收,确保了网络安全稳定可靠运行。其次是,初步完成了本地网资源清查、审定、修改,为进一步完善网络维护和网络资源集中管理打下了基础。
(五)实施了服务领先战略,确立了新的服务理念,重铸了新的服务对象,打造了新的服务平台,服务质量实现了新的跨越。
一是成立由总经理为组长的服务领导小组,加强对通信服务工作的领导,把服务工作纳入每月例会的议事日程之中,做到一手抓发展,一手抓服务,把服务和发展摆在同样的位置。
二是建立健全各项规章制度,打牢工作基础。20xx年我们紧紧围绕电信服务的各项标准,以抓三项服务(规范、等级、承诺)为突破口,并结合工作实际情况,制定了高于行业标准要求和实施细则的日常奖惩办法,使人人有通信服务指标,个个有通信服务责任。
三是提高窗口人员的业务素质,提高电信的知明度,树立良好的公安电信形象。营业窗口作为企业与用户相连接的第一界面,是服务的起点和终点,用户对电信企业的初步感受或印象,也主要是通过营业窗口来获得的,所以,我们遵循 “以人为本”的原则,增强对外服务人员的服务意识,加强服务思想教育及业务培训,两者同步进行,县分公司营业厅班组被荆州市委、团荆州市委授予市“青年文明号”。
(六)围绕中心工作,强化了支撑保障能力,开展了企业文化建设,有力促进了企业稳定、持续、健康的发展。
以建立职代会制度为契机,推进企业民主管理,工会充分发挥联系群众的纽带作用,把工会工作与企业的中心工作有机结合起来,广泛开展了形式多样的劳动竞赛活动,走访离退休老同志16人次,慰问困难职工16人次。
坚持不懈地把党风廉正建设和反腐败引向深入,定期开展党员、干部学习,纪检监察继续开展效能监察和源头治理工作,对重大工程项目进行重点监督和检查,涉及金额51万元,强化内部审计工作,审计金额42万元,为企业营造了和谐的发展环境。
在企业文化建设方面,积极推动企业经济效益与精神文明建设协调发展,形合力,系统推进,务求实效。
二、几点体会:
(一)市场营销与通信建设之间必须相互协调发展。今年我们的市场方向摸的准,通信建设规划早,规划的细,形成了“摸清市场定方案、图纸出版预收款、根据收款再施工”的成片发展农话思路,不到2个月时间预放号1万余户,293万元预放号款,有效提高了号线资源的利用率和施工竣工后装机的及时性,单线投资全市最低,受到了市分公司的充分肯定;
(二)重点业务重点突破,用户市场份额得到了巩固。全年发展固话和小灵通2万户,宽带发展提前1个月完成全年发展计划,来电显示发展2万余户,其渗透率达49%。用户市场份额得到巩固。
(三)督办工作制度落实到位,有力促进了基层发展和管理的提高。督办直接带动了分(支)局的综合管理,业务发展等工作进行的扎实有效。下半年的每月经营分析一改以前那套通报情况、分解计划、领导要求的固定模式,由公司领导和职能部门组成两个组,分片到基层单位进行调查研究,了解市场动向,帮他们“算帐”,及时发现、解决发展中的问题。
(四)有待改进的几个方面:
1、员工绩效考核虽然得到了执行,但在KPI指标设定和考核上存在走过场,没能按要求落实考核到位,管理者的认识有待于进一步提高,单位内部二级考核急待加强。
2、在保持存量上缺乏有效的营销手段。公众客户的固话与小灵通用户流失和区间话务量被分流的势头没有得到很好的控制,营销管控乏力,直接影响了全年收入预算目标的实现。
3、后端支撑和服务前端的意识、前端间的主动协调和服务客户的意识、管理者服务和支撑一线的意识均有待加强。
4、收入构成比重还须进一步改进,尤其是宽带市场和PHS的收入比重有待进一步提高。
5、管理工作中的执行力度不够,员工的素质和工作技能还须加强培训,使其适应激烈的竞争环境,达到快速发展与精细管理的要求。
