一、加大污染控制力度，努力完成污染物减排任务
市政府下达给我市的主要污染物总量控制指标是“ ”时期必须完成的硬指标，我们将主要采取如下措施实现污染减排任务。一是强化建设项目环境管理控制新增污染量。把总量控制指标落实到建设项目环评审批和排污许可证管理中，严格执行建设项目环境影响评价制度和“三同时”制度，凡不符合环保法律法规和产业政策要求不符合生态功能区要求、不符合污染物排放标准和总量控制要求的项目，环保部门一律不予审批，新建项目未建成环保设施的一律不准试生产，未通过环保验收的一律不准投产，严把环境准入关口，控制新污染源的产生。二是强化限期治理削减污染排放量。严格限定各排污单位污染物的排放准备总量指标，对不能稳定达标或超总量排污的单位实行限期治理，治理期间严格限产限排，对逾期未完成治理任务的企业行实挂牌督办，责令停产整治，对不按规定停产整治的，依法强制执行，削减污染物排放量。三是加快淘汰落后生产能力降低污染物排放量。按照市政府开展“五小”企业专项整治工作的要求，依法关停取缔一批不符合国家产业政策，未履行相关审批手续、污染严重、群众反映强烈的“五小”企业。按照“四个专项”责任分工的要求，重点加强小造纸行业专项整治工作，今年关停3家小造纸企业， 年底前关停年生产规模在2万吨以下，污染物排放不达标的废纸造纸企业。同时，积极配合相关部门开展小水泥、小火电和城市污染处理专项工作。
二、加大环境整治力度，着力解决突出环境问题
一是以饮用水源安全和重点流域污染治理为重点，强化水污染防治。加强两湖( )四港( )流域环境综合整治，重点整治饮用水源保护区的污染隐患，确保饮用水源安全。二是以降低二氧化硫和颗粒物排放总量为重点，推进大气污染防治。重点治理水泥、钢铁、冶炼等重污染行业的二氧化硫和粉尘污染，促进产业结构和技术改造升级，着力解决金湖地区的炼钢烟尘污染问题。三是加强城区油烟和噪声污染整治，防止油烟噪声污染扰民，扎实开展与饮业油烟专项整治工作，对超标排放影响居民生产生活的餐饮业，限期安装油烟净化装置，消除油烟污染。加大建筑施工噪声和卡拉ok噪声管制力度，严格限时作业，防止噪声污染扰民。四是结合社会主义新农村建设，深入开展环保绿色创建活动，抓好农村环境综合整治和农业面源污染控制，推进农村环境保护。五是加强生态环境保护，强化矿产资源开采开发活动的环境监管，严格控制不合理的资源开发活动。六是规范危险废物和放射源安全管理对危险废物、医疗废物、放射源的生产、销售、使用、运输、贮存和处置等环节实行全过程跟踪监管，严格监督执法，积极防范环境风险，维护环境安全。
三、加大环境执法力度，努力提高环境监管水平
一是按照“权责明确、行为规范、监督有力、高效运转”的要求，认真履行环境监管职责，严格执行各项环境监督管理制度，文明执法、秉公执法、公正执法，不断提高依法行政水平。二是深入开展环保专项执法行动，对威胁饮用水源安全的污染和隐患、建设项目“三同时”执行不力的环境违法行为、重污染行业特别是钢铁、水泥、冶炼等行业的违法排污问题进行集中整治，对可能造成污染事故、危及人身财产安全的，采取临时封堵排污口、封存污染设施、停产整治等非常规手段，消除环境隐患和风险，防止环境污染事故的发生。对造成环境污染事故、构成环境犯罪的依法移送司法机关处理。三是实行24小时值班和环境违法行为有奖举报制度，加大环境稽查和处罚力度，及时制止和查处环境违法行为，坚决纠正企业违法排污行为，对重大环境违法案件，实行挂牌督办，公开曝光，坚决查处到位。
四、加大队伍建设力度，不断提高环保队伍素质

作为一个社会的公民，我们做的不是去再大规模地制造垃圾，而是尽量减少垃圾的制造。
当然保护环境亦不是仅仅单方面地减少垃圾的制造就可以了，还包括水资源，土地资源等，甚至可以说随处可见的都是需要我们珍惜的资源。安装节水龙头、节能灯;用我们的淘米水可以再洗菜浇花等等;在没人的时候将灯关闭……。减少一次更换笔套、减少不必要的浪费。
据统计，如果一吨纸需要17棵树如果12亿人每人浪费一张纸大约会毁掉6800000 棵树; 以一次性木制筷子为例，每年消耗一次性木筷子450亿双。每加工5000双木制一次性筷子要消耗一棵生长30年的杨树，全国每天生产一次性木制筷子要消耗森林100多亩，一年下来总计3.6万亩。“6800000”、“3.6万亩”那是一个多么庞大的数字。 减少塑料袋、一次性饭盒的使用。如果将这些使用后随意丢弃，那么它们将会对土地造成破坏，影响农业发展，对动物生存构成威胁。而电池在使用后也不可以直接将其随处乱扔，据测量一节一号电池烂在土壤里，可以使一平方米土地失去利用价值;一个扣钮电池可以污染 60 万升水，相当于一个人一生的饮水量。
有时候我们只要做到以下几点，就能够为保护我们的地球贡献一份力量。
一、树立环保知识。
二、懂得节约资源。不浪费水，不浪费饭菜。要节制地开采矿物资源;

绿色化学又称绿色技术、环境无害化学、环境友好化学、清洁化学。绿色化学即是用化学及其它技术和方法去减少或消除那些对人类健康、社区安全、生态环境有害的原料、催化剂、溶剂、试剂、产物、副产物等的使用和产生。

1 、原料选择
工业化的发展为人类提供了许多新物料，它们在不断改善人类物质生活的同时，也带来大量生活废物，使人类的生活环境迅速恶化。为了既不降低人类的生活水平，又不破坏环境，我们必须研制并采用对环境无毒无害又可循环使用的新物料。
以塑料为例，据统计，到__年美国在包装上使用的塑料就超过55.43亿kg(20世纪90年代数量进一步上升)，打开包装后即被抛弃，这些塑料废物破坏环境是我们面临的一大问题：掩埋它们将永久留在土地里中;焚烧它们会放出剧毒。

大量的与化学制造相关的污染问题不仅来源于原料和产品，而且源自在其制造过程中使用的物质。最常见的是在反应介质，分离和配方中所用的溶剂。在传统的有机反应中，有机溶剂是最常用的反应介质，这主要是因为它们能较好地溶解有机化合物。但有机溶剂的毒性和难以回收又使之成为对环境有害的因素。因此，在无溶剂存在下进行的有机反应，用水作反应介质。
