在项目审批过程中，强化服务理念。以“服务企业，服务基层”为理念，想企业所想，急企业所急，主动为企业提供快捷高效的服务。简化程序，提高效率。对照法律法规要求，从方便外商办事的角度出发，以减少环节、提高效率为目标，进一步规范政务公开的.内容、形式和方。如在引进展升电子时，就企业深加工结转增值税一事积极与市海关、国税局等部门沟通衔接。目前，已基本明确不征收该类企业增值税，企业老板对我县的服务态度予以高度赞扬，成功促进了企业落户桂阳。

4、加强业务学习，提高办事效率

项目审批能否高效优质运作，使外商真正体会到办事方便，项目审批人员的素质是至关重要。随着对外开放的进一步深入，利用外资出现了许多新形式、新方法，利用外资的政策也在不断更新、变化，这需要每个从事外资工作的同志不断更新知识，本股室通过各种方式加强审批人员的业务培训。除了参加省市商务部门组织的外资审批业务培训外，还积极利用网络工具学习最新的利用外资的各项政策、法律、法规，为外资项目的审批提供高效优质的办事效率。
