1．我国支线航空基本情况

改革开放以来，我国航空运输发展很快，取得了令人瞩目的成就。，全行业完成运输总周转量165亿吨公里，旅客运输量8594万人，货邮运输量202万吨。20我国支线航空完成运输周转量2亿吨公里，旅客运输量260多万人，分别占国内航线总运量的2%和3.4%。

目前我国支线航空从总体上来讲，受以往区域经济发展水平和实力的影响，处于刚刚起步发展的阶段。基础差，底子薄，不平衡，造成规模很小，在整个运量中比重低。同时也面临着铁路、高速公路等多方位的激烈竞争。就经营来看，与干线发展不够协调，还未形成有效的轮辐式航线网络，支线尚未真正起到为干线输送更多客源的作用，而且支线航空网络小、频率低、航程长，机型也不相配套，经营效率低。发展支线航空当前虽有一些困难，但仍面临很多机遇。我国国民经济稳步发展，人民生活水平逐步提高，都将会对支线航空提出新的需求，进而推动支线航空运输不断发展。

2．我国支线航空基础建设

要加快支线航空发展，必须对支线航空相关设施进行建设，提供必要保障，为支线航空发展奠定良好基础。下面就航线网络、支线飞机、支线机场和空域管理等方面进行分析：

2．1 航线网络

要在巩固和发展现有支线网络的基础上，加快建立枢纽辐射航线网络，适当提高支线航班频率。根据需要开辟新的通航点，提高支线航空通达能力，为旅客出行提供更多便利，简化旅客的中转手续，尽可能缩短旅客的中途停留时间。考虑到支线运输与区域经济实力密切相关，枢纽航线网络的建立不可能一蹴而就，要有一个逐步发展的过程。因此，当前和今后一段时间支线航空发展的重点仍集中各沿海经济发达地区、西部交通不便地区和中部具有经济潜力的地区，其中长江三角洲、珠江三角洲、环渤海和西南等地区是重点发展区域。

结合现状我们应该增加支线飞机数量，提高在整个机队中的比重，适应发展支线航空的需要。航空运输企业可根据地区经济发展水平和区域航空运输市场特点，以及各地区气候、地理及飞行条件等，合理配置和补充适用的支线飞机。

2．3 支线机场

加快推进支线机场建设，做到合理布局，规模适宜。根据机场布局规划，做好新建支线机场的布点，特别是要加快旅游机场和地面交通不便地区的机场建设。完善机场功能，对于已具备枢纽地位的机场，要完善供支线机场旅客中转的功能；对于大型枢纽机场，可考虑建设专供支线飞机起降的跑道和相关设施；在确保安全的前提下，简化支线机场设施配置和流程，减少旅客候机和登机时间，发挥航空高效快捷的优势。

2．4 空域管理

3．当前发展我国支线航空的关键

3．2加强宏观管理，建立良好的市场秩序

Traffic safety is everybody's business. Records show that every year a lot of people die in traffic accidents. Some of the accidents are due to mechanical problems.

However, most of them are the results of careless and reckless driving, and could be avoided. A lot of people disregard traffic signals and rules. They drive regardless of speed limits, run through red lights, drive in the wrong direction, talk and laugh while driving, and turn as they wish without giving signals.

They don't slow down while approaching crossroads. So many people violate traffic regulations that we cannot put too much emphasis on the importance of traffic safety. Only when everybody thinks traffic safety is everybody's business can we be safe driving on roads and walking on sidewalks.
