一、“摩拜单车”的经营主体为“北京摩拜科技有限公司”，成立于1月27日;法定代表人：胡玮炜;住所：北京市海淀区学院路甲5号2栋平方B北-3042室。公司通过手机APP等方式在全国各大城市经营单车租赁业务。经了解，其未在深圳市注册登记，但设有深圳运营团队由该公司直接管理。

二、经查，自1月1日起，咨询举报平台涉及“摩拜单车”的投诉举报件0件，咨询件10件。其中咨询件反映的主要问题有：未使用期间仍然扣费;充值押金已划出却显示未到摩拜账户;两次扣除押金但仅显示一次;客服电话无法打通等。上述咨询件因投诉人无法提供“摩拜单车”在深圳市内的经营地址和名称，未能进入投诉举报处理程序。

经了解，该公司深圳运营团队负责人高贞贤(联系电话：18666270673)针对上述投诉举报咨询情况给予以下说明：

1、未使用期间仍然扣费的问题。由于GPS锁延时未及时上报，用户可第一时间通过摩拜单车APP上报延时扣费，摩拜单车客服会立即处理。

2、充值押金已划出却显示未到摩拜账户的问题。由于1月13日摩拜单车APP系统升级出现短暂系统不稳定所致。升级后，此类问题已经显著减少。如仍出现此类问题，可在摩拜单车APP里及时报障，摩拜客服会在一个工作日内解决。

3、押金无法退还等问题。摩拜单车APP上的押金退款政策一直是2-7天到账;关于最近出现少数用户押金退款延迟问题，与网络第三方支付平台的产品设计有关。

目前摩拜单车合作的两家网络支付平台：微信支付和支付宝。在一定期限内申请退押金时，可实现原路径自动退款(即“秒退”)，但超过设定的时限，为保证用户资金安全，需客服手工核实操作。根据支付宝的政策，对于209月5日前注册并通过支付宝缴纳押金的账户，由公司安排专人手工进行退款，一般2-3个工作日资金可以到账;也存在少数用户因为解除了支付宝和银行卡绑定、支付宝账号填写错误等原因，退款时会出现路径错误，造成款项退出摩拜后，第三方支付渠道无法汇出而造成延误。对于9月5日之后缴纳押金的用户则在18个月内都可以自动退款。这一政策适用于支付宝的所有支付合作伙伴。
